Research & Extension
Research & Extension centres have developed several demonstration plots of Eucalyptus (Eucalyptus cameldulensis), Khamar (Gmelina arborea), Sissoo (Dalbergia sissoo) etc., along with clonal plantations of high economic value, seed plots of grasses and legumes, hi-tech root trainer nurseries etc.
It is an autonomous organisation under M.P.Forest Department.The autonomy was conferred in 1994. The organisation is engaged in :
In order to increase productivity of natural forests and facilitate afforestation on private and community lands to bridge the demand supply gap of produces, the Forest Department has established Forestry Research and Extension Circles (R&E Circles) in eleven Agro-climatic zones of the state. These Circles are located at Bhopal, Jabapur, Rewa, Gwalior, Sagar, Indore, Khandwa, Jhabua, Ratlam, Seoni and Betul and headed by Conservator of Forests. These circles provide a focus on extension programmes, production and supply of superior quality seedlings,seed improvement programmes, demonstration nurseries, demonstrations of new technologies, training farmers and applied research. Under these R&E Circles, 22 R&E Centres /
Sub-centre have been established in 22 different districts out of 48 districts
in the state. The location and coverage of Extension & Research Centres are given below : The important activities of these centres are :

Provide superior quality plants of Eucalyptus (E. cameldulensis),
Aonla (Emblica officinalis), Teak (Tectona grandis), Khamar (Gmelina arborea),
Bamboo (Dendrocalamus strictus) & other species to Departmental Plantations,
Individuals and Organizations interested in plantations and environmental
preservation.

About 2 crores of hi-tech plants were prepared in these nurseries
every year. These plants were used in Departmental plantations as well as
supplied to Organisations and individuals on demand.

A high-tech nursery run by a revolving fund has been established
at each R&E Circle. The amount accrued to the revolving fund through sale of
the plants is reinvested in production of nursery plants. These nurseries are
being run on a no profit-no loss basis. The planting stock developed in these
nurseries, apart from utilization in plantations is sold to the public.

These nurseries equipped with advanced technologies and modern
equipment including clonal multiplication area, mist chamber, poly house,
compost shade etc. Root trainer plants of grafted Emblica, Eucalyptus, Teak,
Bamboo, Gmelina and medicinal plants are being raised in these nurseries.

Provide technical advice to individuals, JFM committees, village
communities and the Forest Department.

Demonstrate modern nursery techniques, clonal
multiplication of tree species, collection and preservation of germplasm,
popularisation of root-trainers.
·
To establish demonstration plots of various packages involving
superior planting material, manures & fertilisers, irrigation, bio-fertilizers,
mycorrhiza etc. have been established.
·
To organise regular training programmes on nursery, seeds,
vegetative propagation, wormi compost making etc., are being arranged for field
staff, farmers and members of JFM Committees.
·
To promote forestry in non-forest areas through rural folk, small,
marginal & elite farmers, NGO's, people's action group, rural youths, JFM
Committees, Panchayat members, user groups, people's representatives of village,
block, district and state levels, forest personnel, extension workers and forest
based industries.

The State has undertaken forestry extension programmes with focus on farm and community forestry. Forty priority Forest Divisions have been selected on the basis of proximity to markets for farm and community forest products, the amount of irrigated land, population density, and the success of previous social forestry programmes. Facilities have been developed for production of extension materials and equipment, farmer training, demonstrations. The forest officials are being trained in extension techniques. Large scale trainings have been organised for farmers to sensitise them for adopting farm forestry. The State has launched a programme to improve the quality of seeds used in various forestry activities through the identification of superior mother trees, collection of seed, the development of Seedling Seed Production Areas, and the development and operation of Clonal Seed Orchards with supporting polyprop houses/ mist chambers, for a number of commercially important species. Facilities have been developed for drying, processing, and storage of seeds. Basic facilities have been provided at each E & R centre. A cold storage and seed testing laboratory has been constructed at SFRI. As the basis for improvement of exotic species, import of high quality germplasm has been planned, the staff has been trained in seed technology and tree improvement. Short term international technical assistance for the development of seed testing facilities have been created at SFRI. Madhya Pradesh is the second largest State of the country having a geographical area of 3,08,245 Sq km. which constitutes 9.4 % of the Country's geographical area. The human population of the State is 60.39 million (5.9% of the country's population) of which 73.3% is rural and 26.7 is urban. The average population density is 196 persons per sq km., while tribal population constitutes 19.9 % of the States population. The State rank first amongst all the States / Union territories in respect of recorded forest area as well as area under forest cover. 6.1 Area made available for Jatropha cultivation : About 25,000 sq.km. of this open forest area can be made available for Jatropha Cultivation. But the net area would be much less than 25,000 sq.km., since block plantation of Jatropha is not possible under the provisions of Forest Conservation Act, 1980. The net area can be around 8000-10000 sq. km. (a) Irrigated area (with regular source of water) : Around 3,00,000 ha. (b) Unirrigated area (with provision for critical irrigation) : 7,00,000 ha.

6.2 Jatropha Planting Technique : The Jatropha plantation can be provided irrigation from the natural streams of the area but Malwa, Bundelkhand, Baghelkhand & Nimar regions of the State are having scanty precipitation and it may prove difficult exercise. If Jatropha plants are planted with the on-set of moonsoon that irrigation is not required for survival of Jatropha plants, since this species is xerophytic in nature.
6.3 The quantum of Jatropha seed material requirements for planting in the identified areas :
6.4 Jatropha Provenance Trial No provenance trial of Jatropha seeds have been carried out in the State. The State is having 11 Researech & Extension Circles in 11 agro-climatic zones of Madhya Pradesh,where the activity of establishment of Jatropha Provenance Trial is started form this year. The Collection of different varieties of Jatropha and carrying out provenance trials is the top research priority of Researech & Extension Circles.
6.5 Expected yield : Based on plantation of 2,500 plants (2 mt. x 2 mt.) and assuming yield of 1 kg. per plant in third year and 2 kg. per plant 4'th year onwards.
6.6 Progress Regarding Jatropha Cultivation in M.P. :
6.6.1 Under the Bio-diesel project sponsored by National Oil Seed and Vegetable Oil Development Board, 2.57 lakh plants of Ratanjot have been planted during the year 2003-04 by Research & Extension Circles of M.P.
6.6.2 The following projects have been submitted to the Ministry of Petroleum Chemical & Natural Gas New Delhi, National Oil Seed & Vegetable Oils Development Board Gurgaon Hariyana, Govt. of M.P. Forest Department, Govt. of M.P. Rural Development Department. The sanction of these projects are still awaited.
6.7 Recent Jatropha Cultivation Activity : Besides this the following recent made Jatropha Plantation Proposals are sent to the concern authorities for sanctioning :
7. GRANT-IN-AID FOR GREENING INDIA SCHEME (GOVT. OF INDIA SCHEME) : Increasing forest and tree cover (FTC) of the country to one third of its geographical area, as envisaged in the National Forest Policy 1988, is essential for economic and ecological security of the country, especially the rural poor. Achieving the target of one third of forest and tree cover, however, stipulates fourfold increase in current annual tree planting mostly on lands outside recorded forest area (RFA). Tree plantation on lands outside RFA, however, has been very slow mainly due to poor returns to the growers. This is largely attributed to the low volume and poor quality yield of tree products, mainly for the reason that the tree growers do not have easy access to quality planting material (QPM) due to both paucity of QPM production facilities in the rural areas of the country and low awareness about gains of using QPM. Recognizing these constraints, it has been decided to restructure the existing Grants –in –Aid Scheme providing assistance to Voluntary agencies for tree planting by incorporating the additional components of QPM production facilities and creation of mass awareness about QPM. The restructured Scheme named “Grants in aid for Greening India” will broadly focus on three aspects of the tree planting namely a) Raising mass awareness about QPM and tree planting b) Enhancing the capacity for QPM production c) Tree planting with people’s participation
7.1 Objectives of the Scheme
The main objectives are:
i) To create an enabling environment through capacity building at various levels for tree planting, and production and use of quality planting material. (ii) To make available quality planting material by establishment of high tech nurseries (iii) To create awareness amongst people for improved technology for tree planting and use of quality planting material (iv) To develop and facilitate linkages between production systems of quality planting material and user groups (v) To contribute towards increase in tree cover in the country by focusing on non-forest lands
7.2 People’s participation
The theme of people’s participation will be central to the Scheme. State Forest departments (SFDs) and other implementing/collaborating agencies and departments are expected to plan all the activities relating to production of QPM and tree planting with this theme in view. Selection of species, nursery site, planting site, individual level beneficiaries etc. should be done in consultation with the people. The Implementing /Collaborating agency (as mentioned under 4.3.1) may work as a catalyst and motivator to facilitate people’s participation in the programme The beneficiaries under the Scheme such as the local people, farmers below Poverty line should preferably be chosen in consultation with the Village Panchayat/Gram sabha /JFMC/Local body concerned. The species for planting on project land and mechanism for sharing of usufruct and benefits from plantation should be decided in consultation with the Village Panchayat/Gram sabha /JFMC/Local Body concerned, and the deliberations and decisions concretized in the shape of a microplan for implementation in the field. The proposal should contain the list of identified beneficiaries and the microplan prepared involving the beneficiaries. Microplan should contain the species to be planted, aftercare mechanism, the year of accrual of the benefits and the benefit sharing mechanism.
7.3 Harvesting and Benefit sharing mechanism
The main objective of the scheme is to increase the green cover and also to involve the local people in protection. To ensure involvement of people, it is essential to devise a system wherein the people get the tangible and intangible benefits in a sustained manner. Once the species to be planted are identified and year of harvesting or the gestation period is fixed, on maturity, one third of the area covered by plantation may be harvested as per the silvicultural principles and replanted, and same may be repeated for subsequent two years so that the entire area is replanted and people also get benefits in shape of the extracted material. For intermediate and final yields, benefit-sharing mechanism needs to be prescribed as part of microplan. The aforesaid is applicable to community land. In case of private land, 100% benefits will go to the owners of the land. In case of forestland, such mechanism needs to be finalized in consultation with the local forest authorities as per the State JFM resolution. It will be responsibility of the implementing agency to ensure that the above procedure is followed.

7.5 Type of Agencies that can be supported for the scheme :
The project proposals for financial assistance under the Grants-in-aid for Greening India Scheme of the National Afforestation and Eco-development Board (NAEB), hereinafter referred to as the Board, shall be entertained from: a) Government Departments, Urban Local Bodies, Panchayati Raj Institutions b) Public Sector Undertakings, Autonomous Bodies. c) Registered Societies, Non-Profit Organisations, Cooperatives, Charitable Trusts, Voluntary agencies. d) Registered Schools, Colleges, Universities e) State Forest Department
7.6 Funding pattern The scheme would be implemented as a Central Sector Scheme with 100% central funding for which projects would be sanctioned directly by National Afforestation and Eco-development Board.
